There are betrayals that wound the body, and there are betrayals that wound memory. The xenophobic attacks on Nigerians, Ghanaians, Zimbabweans, Mozambicans, Malawians, Ethiopians, Somalis and other African immigrants in South Africa do both. They attack bodies in the streets, in shops, in clinics, in schools and in homes. But they also attack something older and deeper: the memory of African solidarity, the moral imagination that once made the pain of South Africans the pain of Nigerians, Ghanaians and other Africans who had never walked the streets of Soweto, Alexandra or Sharpeville, yet understood apartheid as an assault on all Black humanity.

In recent months and years, the attacks have taken a particularly chilling form. They are no longer only spontaneous eruptions of street anger, though those remain. They have become organised performances of exclusion. Anti-immigrant vigilante groups have gone to public clinics and hospitals demanding identity documents from sick people. They have blocked migrants from accessing health services. They have warned schools not to admit undocumented foreign children. They have closed foreign-owned shops, harassed traders and transformed ordinary public institutions into border posts of humiliation. Human Rights Watch reported that, in 2025, vigilante groups in South Africa prevented migrants from accessing public health services and education; Amnesty International also reported that Operation Dudula denied migrants entry to hospitals and clinics and warned schools against admitting undocumented foreign children.

The latest diplomatic rupture has confirmed how serious the situation has become. On April 24, 2026, Reuters reported that South African authorities promised to crack down on xenophobic attacks against Ghanaians and other foreign nationals after Ghana protested over videos of violent incidents circulating on social media. Ghana’s foreign minister had summoned South Africa’s envoy and demanded intervention, while South Africa’s foreign minister, Ronald Lamola, condemned violence against migrant communities as an attack on South Africa’s constitutional order.

To call this merely xenophobia is accurate, but insufficient. To call it only poverty-induced anger is tempting, but incomplete. To call it criminality is necessary, but too narrow. What we are witnessing is a collapse in the African circle of care. It is the conversion of yesterday’s fellow freedom-seeker into today’s disposable foreigner. It is the moral shrinking of the post-apartheid public imagination. It is what my theory of Associative Moral Boundary Formation helps us to understand: societies do not simply include or exclude people by law; they include or exclude them by association. They decide who counts as “one of us,” who is owed compassion, who can be blamed without shame, who may suffer without scandal, and who may be attacked while others look away.

The tragedy in South Africa is that the African immigrant has been morally relocated. Nigerians, Ghanaians, Zimbabweans and other African migrants have been moved in the public imagination from the category of “brother,” “sister,” “comrade,” “fellow African” and “co-victim of colonial history” into the category of “burden,” “criminal,” “queue-jumper,” “job-stealer” and “illegal.” Once that moral relocation happens, violence becomes easier. A clinic can become a checkpoint. A school can become a border. A neighbour can become an invader. A shopkeeper can become an enemy. A pregnant woman can be turned away not because she is not in need, but because the circle of care has been redrawn to exclude her.

That is the central argument of this essay: xenophobic violence in South Africa is not an accident of anger alone. It is the product of a distorted moral boundary. It grows where historical memory is weak, where institutions are failing, where politicians and vigilantes redirect public rage away from elites and towards vulnerable outsiders, and where the moral economy of trust has collapsed so badly that the poor are encouraged to police the poor on behalf of a state that has failed them both.

This is why the betrayal feels so galling to Nigerians and Ghanaians. For Nigeria especially, South Africa was not simply another African country. From independence in 1960, the struggle against apartheid became one of the defining fonts of Nigerian foreign policy. Nigeria made the freedom of Black South Africans a national moral project. It was not only the work of diplomats in New York, Addis Ababa or Lagos. It entered classrooms. It entered payrolls. It entered childhood. Many of us grew up in a Nigeria where schoolchildren were made to contribute to the South African freedom struggle, where parents surrendered part of their salaries, where the suffering of children in Soweto was narrated as if it were happening in Ibadan, Nsukka, Kano, Warri, Enugu or Lagos.

This was not sentimental exaggeration. In 2016, former South African president Jacob Zuma, addressing Nigeria’s National Assembly, publicly acknowledged that Nigeria had played a historic role in South Africa’s liberation. He stated that Nigeria was instrumental in establishing and chairing the United Nations Special Committee Against Apartheid, hosted a UN anti-apartheid conference in 1977, provided travel documents to South African exiles, established the Southern African Relief Fund in 1976 to provide scholarships and assistance to South African students and refugees, trained hundreds of South African students in Nigerian universities, deducted a “Mandela Tax” from Nigerian civil servants’ salaries, and led boycotts of the Commonwealth Games in 1978 and 1986.

The United Nations Special Committee Against Apartheid itself became a major arena of Nigerian moral diplomacy. The African Activist Archive records that the Committee was established by UN General Assembly Resolution 1761 of November 6, 1962, began work in April 1963, and promoted international sanctions, assistance to victims of apartheid and liberation movements, arms and oil embargoes, sports and cultural boycotts, and other public campaigns. Nigerian diplomats repeatedly chaired it from the 1970s through 1994, including Edwin Ogebe Ogbu, Leslie Harriman, B. Akporode Clark, Yusuf Maitama-Sule, J. N. Garba and Ibrahim Gambari.

Ghana, too, did not treat African liberation as a slogan. Kwame Nkrumah’s famous declaration at Ghana’s independence in 1957 that “our independence is meaningless unless it is linked up with the total liberation of Africa” was not ornamental rhetoric; it became a principle of Ghanaian foreign policy. Ghana became a haven and organising centre for southern African anti-colonial nationalists and anti-apartheid activists. Scholars have documented how Accra attracted southern African freedom fighters, including ANC and PAC figures, and how Ghana’s Bureau of African Affairs and African Affairs Centre provided visas, clothing, stipends, hostel services and support for exiles and activists.

So, when Nigerians and Ghanaians watch videos of their nationals being harassed, beaten, humiliated or told to “go home” in South Africa, they are not merely reacting to the suffering of compatriots abroad. They are reacting to a moral inversion. The people whose liberation became a continental project now have citizens among them who tell other Africans that they are disposable intruders. The society whose pain once summoned the sacrifices of African children and civil servants now contains movements that deny African migrants access to clinics and schools. That is why the injury is not only diplomatic. It is civilisational.

Yet grief must not make analysis lazy. Not every South African is xenophobic. Many South Africans have marched against these attacks, defended migrants, gone to court, written against hate, sheltered neighbours, and insisted that the promises of the anti-apartheid struggle must include non-nationals. South Africa’s own courts, human rights lawyers, journalists, churches and civil society organisations have often been at the forefront of resistance to xenophobic vigilantism. Lawyers for Human Rights welcomed the November 2025 Gauteng High Court judgment interdicting Operation Dudula, describing the ruling as an affirmation that human dignity has no nationality and that no private citizen has the right to act as a self-appointed immigration officer.

The South African Human Rights Commission has also condemned the denial of healthcare to non-nationals and undocumented persons. In October 2025, the Commission said it had received continuing complaints that Operation Dudula, March & March and others were blocking access to public healthcare facilities, despite the constitutional guarantee that the right to healthcare applies to everyone within South Africa’s borders.

Therefore, the question is not whether all South Africans are guilty. They are not. The question is how a society born from one of the greatest anti-racist struggles in modern history came to produce, tolerate or politically exploit the exclusion of fellow Africans. The answer lies in the structure of moral association.

In Associative Moral Boundary Formation, the decisive question is not simply “Who is legally inside the country?” but “Who is morally inside the community?” A society can have a constitution that promises rights to everyone, while its social imagination reserves compassion only for citizens. A state can have courts that protect migrants, while its streets produce mobs that punish them. A political class can speak the language of Pan-Africanism at summits, while local communities are encouraged to treat Africans from elsewhere as contaminants in the national body.

The first child of this theory, Circles of Care, asks: Who is inside the circle of moral concern? Who is close enough to be protected? Who is far enough to be sacrificed? In the anti-apartheid era, Nigeria and Ghana drew South Africans into their circle of care. A South African child shot in Soweto was not a foreign child. A detained ANC leader was not someone else’s problem. A Black South African denied a passport, a vote, a home or dignity was not a stranger. The moral circle expanded across borders. That was Pan-Africanism at its most practical: not a conference vocabulary, but a reorganisation of obligation.

Nigeria did not wait for South Africans to carry Nigerian passports in order to care about them. Ghana did not demand that southern African exiles first prove their economic usefulness before giving them sanctuary. The OAU did not say apartheid was a domestic South African affair. African states understood that apartheid was an injury to the African moral person. The suffering of Black South Africans was associated with the suffering of the colonised and racialised African everywhere. That association produced duty.

Today, in xenophobic South Africa, that same circle has contracted. The migrant is no longer associated with shared African suffering. He is associated with unemployment. She is associated with hospital queues. The Zimbabwean mother is associated with medicine shortage. The Nigerian trader is associated with crime. The Ghanaian worker is associated with job scarcity. The Somali shopkeeper is associated with unfair competition. The Ethiopian asylum seeker is associated with illegality. The moral imagination has been reorganised. The “African brother” has become the “foreign national.” The “freedom comrade” has become the “problem.”

This is why the language of documentation becomes so dangerous when placed in the hands of mobs. In a lawful society, documentation is an administrative matter handled by authorised state institutions. In a morally disordered society, documentation becomes a weapon by which private citizens decide who deserves dignity. A passport becomes more important than pain. An ID card becomes more important than a child’s schooling. A permit becomes more important than a pregnant woman’s life. The legal category of “undocumented” becomes a moral category of “undeserving.”

Here we must be precise. Every state has the right and responsibility to regulate immigration. South Africa, like Nigeria, Ghana or any other country, is entitled to know who enters, who stays, who works and under what legal status. A state may deport people through lawful procedures. It may enforce work permits. It may prosecute crime. It may design labour migration policies. But the regulation of immigration belongs to the state, not to mobs. The existence of immigration law does not authorise citizens to beat foreigners, burn shops, block clinics, intimidate schoolchildren or demand identity documents from patients. Once private citizens assume the power of the border, democracy has already begun to decay.

The second child of the theory, Moral Economy of Trust, asks how trust, suspicion, obligation and blame are distributed in a society. Xenophobia thrives where trust has collapsed. South Africa’s poor have many real grievances: unemployment, crime, inequality, corruption, weak public services, overcrowded clinics, housing shortages and political betrayal. These grievances are not imaginary. Reuters reported in February 2026 that South Africa’s official unemployment rate, though slightly down, was still 31.4 percent in the fourth quarter of 2025, with the expanded rate at 42.1 percent.

Those numbers represent despair. They represent young people without work, households without income, communities where the promise of liberation has thinned into survival. A person who waits years for housing, queues for medicine, watches politicians enrich themselves and cannot find work is living inside a broken moral economy. In such a setting, trust becomes scarce. People no longer trust the state to deliver. They no longer trust politicians to tell the truth. They no longer trust police to protect them. They no longer trust institutions to be fair. Into that distrust enters the demagogue, the vigilante and the political entrepreneur.

The demagogue offers a simple explanation: your life is hard because foreigners are here. The vigilante offers a simple performance: let us remove them. The politician offers a simple bargain: support me and I will put South Africans first. In that way, public anger is diverted away from structural failure and redirected toward vulnerable outsiders.

This is why scapegoating is morally efficient. It gives pain a target. It allows the poor to act. It transforms helplessness into aggression. It tells the unemployed citizen that he may not be able to defeat corruption, reform the police, create jobs, fix the hospitals, hold contractors accountable, discipline political elites or reverse inequality—but he can chase a foreigner from a clinic. He can close a migrant’s shop. He can demand papers from a woman in a hospital queue. He can become powerful for an hour by humiliating someone even more vulnerable than himself.

That is the cruel genius of xenophobic politics: it converts the abandoned citizen into a foot soldier of misdirected rage. It does not repair his poverty. It does not give him a job. It does not build a hospital. It does not reduce corruption. It does not improve policing. It does not make medicine available. It merely gives him a weaker person to dominate.

This explains why anti-immigrant sentiment can grow even when migrants are not the real cause of the underlying crisis. According to Africa Check, South Africa’s 2022 census recorded about 2.4 million international migrants, representing 3.9 percent of the population, down from 4.2 percent in 2011. A country with unemployment above 30 percent cannot honestly blame a migrant population of under 4 percent for the structural collapse of work. Migrants may compete in particular sectors and localities; they may strain services in specific communities; undocumented migration may create real administrative pressures. But these pressures do not explain the scale of South Africa’s post-apartheid inequality, corruption, unemployment or public service weakness.

Afrobarometer’s 2026 findings show how powerful the anti-immigrant perception has become: 69 percent of South Africans surveyed saw immigrants’ economic impact as negative, and 83 percent wanted the government to reduce or eliminate foreign job seekers entering the country. Yet the same Afrobarometer report notes that immigrants often bear the brunt of public anger over crime, economic hardship and failing public services despite a lack of credible evidence supporting those perceptions.

This is exactly what the Moral Economy of Trust predicts. When institutional trust collapses, societies do not merely search for facts; they search for blame. They do not necessarily ask, “Who caused this?” They ask, “Who can we punish?” The foreigner is punishable because he is politically weak. He often cannot vote. He may lack documentation. He may fear the police. He may not speak the local language. He may lack kinship networks. He may be poor. He may be visible in the informal economy. He is therefore a convenient container for collective frustration.

But this convenience is morally disastrous. It means the state escapes scrutiny while the migrant absorbs rage. It means elites who misgovern are less vulnerable than traders who sell tomatoes, hair extensions, phone accessories or groceries. It means the poor South African and the poor foreigner are turned against each other while the architecture of inequality remains untouched. It means the true authors of despair watch from the balcony as the victims fight in the street.

The third child of the theory, Institutional Outcomes, asks what happens to institutions when moral boundaries are distorted. The answer is visible in South Africa today. Institutions begin to lose their monopoly on legitimate authority. Clinics stop being clinics and become sites of identity policing. Schools stop being schools and become arenas for nationalist exclusion. Streets stop being civic spaces and become inspection zones. The police stop being guardians of public order and become, at times, passive observers of intimidation. Courts issue orders, but vigilantes continue testing the limits of enforcement.

The Associated Press reported in November 2025 that Operation Dudula members blocked foreigners from public health clinics, demanded identity documents from patients, turned away mothers with children and sick people, and told them to seek private hospitals. AP also reported that the Johannesburg High Court had ordered Operation Dudula to stop harassing migrants, and that the group’s actions had included closing foreign-owned shops and blocking children of foreigners from entering public schools.

This is not only xenophobia. It is institutional usurpation. It is the privatisation of immigration enforcement. It is the conversion of citizenship into mob jurisdiction. A constitutional democracy cannot survive if private groups can decide who may receive healthcare, who may attend school, who may trade and who may move safely through public space. Once that happens, the issue is no longer only the migrant’s vulnerability. The issue is the state’s sovereignty. A state that cannot stop vigilantes from policing hospitals is a state whose constitutional authority is being publicly mocked.

There is a bitter historical irony here. Apartheid was itself a regime of documents, pass laws, controlled movement, racialised access and bureaucratised humiliation. Its violence was not only in bullets and prisons, but in papers: who could live where, work where, marry whom, enter which door, use which school, walk which street, carry which pass. When post-apartheid citizens demand papers from Black African migrants at clinics and schools, they are not reproducing apartheid in its legal form, but they are echoing one of its moral habits: the belief that a human being’s dignity can be suspended at the point of inspection.

This should disturb South Africans more deeply than anyone else. The liberation struggle was not fought merely to replace white inspectors with Black vigilantes. It was fought to end the idea that a person’s access to life could be mediated by degrading categories of belonging. When South Africans who suffered under a racial state now deny humanity to other Africans through vigilante nationalism, they do not honour the liberation struggle; they desecrate it.

Yet the roots of the problem go even deeper. Post-apartheid South Africa inherited a wounded society. The end of apartheid produced political liberation, but not economic justice at the scale many expected. The ANC inherited a state built to serve racial hierarchy. It also inherited massive inequality, spatial segregation, unemployment and trauma. The miracle of 1994 was real, but incomplete. Political rights arrived faster than material transformation. The rainbow nation became a moral promise that the economy did not fulfil for millions.

In such conditions, the national circle of care became unstable. The democratic state needed to build a new “we.” It had to incorporate Black South Africans previously excluded from citizenship. It had to reassure whites. It had to manage class inequality. It had to address traditional authority, language, land, race, memory and development. In that immense project, the African migrant became an ambiguous figure. During apartheid, neighbouring African countries and West African states had been comrades, hosts and allies. After apartheid, many of their citizens became competitors in a brutal urban economy.

This transition—from comrade to competitor—is central to the moral failure we are witnessing. Liberation memory says: “They stood with us.” Market anxiety says: “They are taking from us.” Pan-Africanism says: “They are our people.” Scarcity politics says: “They are using our hospitals.” The constitutional order says: “Everyone has rights.” Street nationalism says: “Only citizens deserve services.” These competing moral languages define the current crisis.

The failure of leadership lies in allowing scarcity politics to defeat liberation memory. When a state does not build enough houses, people ask who is ahead of them in the queue. When hospitals run short of medicine, people ask who is consuming the medicine. When jobs disappear, people ask who is taking them. When police fail to control crime, people ask who brought crime. In each case, leadership can respond in two ways. It can tell the truth: that corruption, poor planning, inequality, weak growth, policy failure and institutional decay are central. Or it can flirt with a lie: that foreigners are the primary source of the problem.

Too often, political actors across the world choose the lie because it is electorally profitable. Anti-immigrant politics is cheap. It requires no budget, no reform, no competence, no courage. It only requires a target. In South Africa, as in Europe, America and elsewhere, migration becomes a theatre in which politicians perform toughness while avoiding structural accountability. To shout “foreigners must go” is easier than creating jobs. To accuse migrants of crime is easier than reforming policing. To blame undocumented patients is easier than fixing health procurement. To harass foreign traders is easier than building inclusive township economies.

This is where xenophobia becomes not only social prejudice, but a governance strategy. It is used to manage disappointment. It offers an emotional substitute for delivery. It tells citizens: “We cannot give you a better life yet, but we can identify your enemy.” That is not leadership. It is moral arson.

Nigeria and Ghana must also be honest. Our anger at South African xenophobia is justified, but it must not become self-exoneration. Why are Nigerians scattered across the world in such desperate numbers? Why do Ghanaian, Zimbabwean, Malawian, Ethiopian and other African citizens leave home in search of dignity elsewhere? Why has African independence not produced enough secure lives at home? Why do African states routinely fail to protect their citizens abroad because they have first failed to protect them at home?

The xenophobic South African who attacks a Nigerian is guilty. But the Nigerian state that makes exile attractive through unemployment, insecurity, corruption, police brutality and institutional decay must not pretend innocence. The Zimbabwean attacked in Johannesburg is a victim of South African xenophobia, but also often a victim of Zimbabwean political and economic collapse. The Ghanaian harassed abroad is a victim of South African hostility, but Ghana too must ask why its citizens are compelled to endure humiliation elsewhere. African governments cannot invoke Pan-Africanism only when their citizens are attacked abroad; they must practise it by building countries where citizens are not forced into desperate migration.

Still, state failure in Nigeria, Ghana or Zimbabwe does not excuse violence in South Africa. A migrant’s vulnerability is not a licence for abuse. No one deserves to be beaten because his country failed him. No mother deserves to be turned away from a clinic because her government at home is corrupt. No child deserves exclusion from school because his parents crossed a border irregularly. If African states have failed their people, that is an argument for continental reform, not street brutality.

Indeed, this is why the attacks are so morally obscene. They punish the already wounded. The migrant is often someone who has fled unemployment, violence, economic collapse, political repression or hopelessness. He arrives in South Africa not as a conqueror, but as a survivor. He sells, repairs, cooks, cleans, drives, studies, trades, treats, builds, teaches, worships and hopes. If he breaks the law, let the law deal with him. If he commits crime, prosecute him as an individual. But to treat whole nationalities as criminal categories is collective punishment. It is the very logic Africa once condemned under colonial rule.

The Nigerian in South Africa is not the Nigerian state. The Ghanaian trader is not Ghana’s government. The Zimbabwean mother is not Zimbabwe’s ruling party. The Somali shopkeeper is not responsible for South Africa’s unemployment rate. The Ethiopian asylum seeker is not the author of South African corruption. To collapse individuals into national blame categories is a primitive moral act. It is the essence of xenophobia.

My theory insists that violence begins before the blow. It begins when the victim is relocated outside moral obligation. Before a shop is burnt, the shopkeeper has already been imagined as an intruder. Before a man is beaten, he has already been narrated as a parasite. Before a woman is denied care, she has already been classified as undeserving. Before a child is excluded from school, the child has already been stripped of innocence. Moral exclusion precedes physical violence.

This is why language matters. “Illegal foreigner” may be a legal description in some contexts, but in the mouth of a mob it becomes a death sentence. “They are taking our jobs” may sound like economic complaint, but repeated often enough it becomes permission to attack. “Put South Africans first” may sound like national prioritisation, but without constitutional discipline it becomes a slogan for human hierarchy. A society must be careful with the categories it normalises, because categories become boundaries, boundaries become permissions, and permissions become violence.

The deepest danger is that xenophobia reorganises citizenship into cruelty. Citizenship should be a legal membership in a political community. It should come with rights, duties and democratic participation. But xenophobic citizenship becomes a claim to superior humanity. It says: because I am a citizen, your pain matters less. Because I am local, your child may be excluded. Because I belong, your illness may wait. Because I vote, your life may be negotiated. This is not citizenship. It is moral nationalism.

South Africa’s constitution, one of the most admired in the world, was written against such hierarchy. It was born from the memory of exclusion. Its moral genius lies in its insistence that dignity is not the private property of citizens alone. This is why the actions of xenophobic vigilantes are not merely anti-foreigner; they are anti-constitutional. They attack the very grammar of post-apartheid democracy.

The tragedy is that many of those drawn into xenophobic mobilisation are themselves victims of exclusion. Poor Black South Africans have suffered from a democracy that promised much but delivered unevenly. Many live in communities where apartheid’s geography remains visible: distant townships, overcrowded settlements, poor schools, weak services and limited economic mobility. Their anger is not baseless. But xenophobia teaches them to misrecognise the source of their suffering. It converts vertical injustice into horizontal violence. Instead of confronting the powerful above, they attack the vulnerable beside them.

This is why we must analyse xenophobia not as irrational hatred alone, but as a misdirected struggle over dignity. The poor South African wants recognition. He wants work. He wants safety. He wants a state that functions. He wants not to be invisible. The foreign African migrant wants the same. Xenophobic politics tells the first that the second is the obstacle. Pan-African justice must insist that both are victims of a wider failure, even when one becomes the perpetrator of violence against the other.

There is also a class dimension that must not be ignored. African migrants who arrive with capital, credentials or elite status are often treated differently from poor migrants in townships and informal settlements. The Nigerian executive, Ghanaian diplomat, Zimbabwean professional or Kenyan academic may experience prejudice, but they are not as exposed as the street trader, asylum seeker, domestic worker, truck driver or undocumented patient. Xenophobia is therefore not only about nationality. It is also about class, visibility and vulnerability. The poor foreigner is easy to attack because he stands where anger can reach him.

This class dimension reveals the hypocrisy of elite African relations. Presidents attend summits and speak of African unity. Business elites sign deals across borders. South African companies operate across Africa. Nigerian consumers patronise South African brands. Ghanaian and South African professionals collaborate. The African Continental Free Trade Area is celebrated as a pathway to integration. Yet on the ground, poor Africans are beaten for moving in search of the same opportunities that capital enjoys without shame. Money is welcomed across borders more easily than people. Goods are integrated faster than dignity.

This is a false Pan-Africanism. A continent cannot integrate markets while disintegrating human beings. It cannot celebrate free trade while tolerating mob violence against traders. It cannot speak of African unity while allowing clinics to become nationalist checkpoints. It cannot honour Mandela and Nkrumah while humiliating the children of the continent they wanted to free.

The betrayal is particularly painful because apartheid South Africa was defeated not only by internal resistance, but also by international and African solidarity. South Africans fought heroically, and that must never be diminished. The ANC, PAC, Black Consciousness movement, trade unions, students, churches, women, workers and countless ordinary South Africans carried enormous burdens. But they were not alone. The anti-apartheid struggle was continental and global. Nigeria, Ghana, Tanzania, Zambia, Angola, Mozambique, Zimbabwe and others paid different prices. Some hosted exiles. Some trained fighters. Some gave passports. Some lost economic opportunities. Some faced apartheid destabilisation. Some used the UN, OAU, Commonwealth and Non-Aligned Movement to isolate the regime.

In Nigeria’s case, the sacrifice became part of the national moral education. Children learned that South Africa was not foreign in the ordinary sense. Apartheid was presented as an African wound. The South African freedom fighter was not an outsider but a representative of a larger Black struggle. The “Mandela Tax,” acknowledged by Zuma, symbolised this moral economy: ordinary Nigerians contributed to the liberation of people they might never meet.

That history creates no right for Nigerians to behave badly in South Africa. It gives no Nigerian permission to commit crime, disrespect local laws or claim superiority. Gratitude cannot be demanded at gunpoint. Historical solidarity does not exempt migrants from lawful regulation. But it does impose a moral duty on South Africa’s public culture to remember that African foreigners are not enemies of South African freedom. Many come from nations that treated South African freedom as part of their own destiny.

Memory is therefore not nostalgia; it is a civic necessity. A society that forgets who stood with it becomes vulnerable to moral arrogance. A generation that does not know how apartheid was defeated may imagine freedom as a purely national possession. It may not know that Nigerian schoolchildren contributed, that Ghanaian Pan-Africanists hosted exiles, that Tanzanian camps trained liberation movements, that Zambian towns bore the pressure of apartheid’s regional aggression, that Angola and Mozambique paid in blood, that the OAU and UN became arenas of sustained African pressure.

Historical amnesia narrows the circle of care. It allows the children of solidarity to become agents of exclusion. It permits the absurdity of a South African vigilante harassing a Ghanaian without knowing Nkrumah’s Ghana helped make African liberation a continental mission. It permits the obscenity of a Nigerian being told to go home by someone who does not know Nigeria once provided travel documents and scholarships to South African exiles. It permits a Zimbabwean to be treated as a contaminant by people who forget that Zimbabwe’s own liberation was part of the same regional struggle against settler colonialism.

But memory alone will not solve the problem. South Africa must enforce the law. A constitutional state cannot beg vigilantes to behave. It must arrest, prosecute and punish those who attack migrants, block healthcare, burn property, loot shops, intimidate children or incite violence. Impunity is one of the engines of xenophobia. When perpetrators believe they can attack foreigners without consequence, violence becomes a renewable political resource.

The state must also discipline its own language. Public officials must stop laundering xenophobia through bureaucratic phrases. It is possible to speak about immigration enforcement without dehumanising migrants. It is possible to discuss undocumented migration without blaming all foreigners for crime. It is possible to prioritise citizens in policy without denying basic rights to non-citizens. The difference between lawful governance and xenophobic politics lies in whether the state treats migrants as human beings subject to law or as pollutants to be expelled.

South Africa must also fix the institutions whose failure creates the conditions for scapegoating. If clinics lack medicine, fix procurement, staffing, infrastructure and corruption. If schools are overcrowded, build schools. If crime is high, reform policing and prosecution. If unemployment is catastrophic, confront the economic structure. If informal traders are in conflict, regulate fairly and transparently. If undocumented migration is a problem, improve Home Affairs, border management and asylum systems. None of these tasks is easy, but scapegoating migrants makes them harder by replacing diagnosis with hatred.

African states whose citizens are targeted must also move beyond ritual outrage. Summoning ambassadors after viral videos is not enough. Nigeria, Ghana, Zimbabwe and others should create stronger consular protection systems, legal aid channels, emergency shelters and rapid documentation support for citizens abroad. They should work with South African civil society, not only South African officials, because migrants often trust NGOs and community groups more than police. They should collect data, support prosecutions and insist on compensation where property is destroyed.

The African Union and SADC must stop treating xenophobia as episodic embarrassment. It is a continental governance issue. If Africans cannot move across Africa without becoming targets of organised hatred, then African integration is morally hollow. The AU should develop enforceable mechanisms for protecting African migrants, monitoring xenophobic violence, supporting host communities, and holding states accountable when they fail to protect non-nationals. Pan-Africanism cannot remain trapped in anthem, flag and summit declarations. It must enter police stations, clinics, courts, schools and border offices.

There is also a need for a new African civic education. South African schools should teach the continental history of anti-apartheid solidarity. Nigerian and Ghanaian schools should teach not only what their countries did for South Africa, but also what it means to build states worthy of their citizens. African children should learn that Pan-Africanism is not the denial of nationality, but the refusal to make nationality the boundary of humanity. A Nigerian should be proudly Nigerian. A Ghanaian should be proudly Ghanaian. A South African should be proudly South African. But none should become so small in national pride that they lose the capacity to recognise an African neighbour’s humanity.

The phrase “go back to your country” deserves special reflection. It is often spoken as an insult, but it hides a deep political failure. Many migrants would gladly live flourishing lives in their own countries if those countries offered safety, dignity and opportunity. To tell a Nigerian abroad to “fix your country” may sound clever, but it ignores the fact that migration is often a response to precisely that failure. The better question is: why have African states, after independence, reproduced conditions that scatter their citizens? Why does the continent produce so much exile from countries not officially at war? Why are African passports so often documents of desperation rather than mobility?

Still, the answer to failed states cannot be failed humanity. If Nigeria is broken, do not break Nigerians. If Zimbabwe has suffered collapse, do not humiliate Zimbabweans. If Ghana’s economy pushes citizens abroad, do not attack Ghanaians. If Ethiopia, Somalia or Malawi cannot protect all their people, do not punish their migrants. The migrant is not the map. He is not the cabinet. He is not the ruling party. He is a human being trying to live.

South Africa should understand this better than most. Apartheid once made millions of Black South Africans internal foreigners in their own land. They were told where they could live, where they could work, what documents they needed, what spaces they could enter, what rights they could claim. They were made strangers at home. That history should have produced a radical hospitality toward the vulnerable. It should have made South Africa allergic to the humiliation of documentation as a weapon. It should have made the denial of clinics and schools morally unthinkable.

And yet trauma does not automatically produce compassion. Sometimes, if not ethically transformed, trauma produces imitation. The formerly humiliated may seek dignity by humiliating others. The formerly excluded may guard their new inclusion by excluding others. The formerly inspected may become inspectors. This is one of the saddest lessons of postcolonial societies: liberation from oppression does not automatically liberate the moral imagination from the habits of oppression.

That is why freedom must be more than transfer of power. It must be the reconstruction of the circle of care. It must teach citizens not only that they now belong, but that belonging does not require another person’s exclusion. It must transform the moral economy from scarcity of dignity to abundance of dignity. It must produce institutions that do not force the poor to compete for crumbs while elites feast.

The xenophobic attacks in South Africa therefore ask a question larger than South Africa: what has become of African freedom? Nkrumah warned that Ghana’s independence would be meaningless unless tied to Africa’s total liberation. Nigeria treated South Africa’s freedom as part of its own foreign policy soul. Yet today, many African states are independent without being liberating. They have flags without welfare. Anthems without jobs. Constitutions without justice. Elections without accountability. Borders without dignity. This unfinished liberation creates the migration pressures, social resentments and institutional failures that xenophobia exploits.

But unfinished liberation is not a licence for betrayal. It is a call to recover the moral ambition of the independence generation while correcting its errors. Nkrumah’s Pan-Africanism sometimes underestimated internal pluralism and democratic accountability. Nigeria’s anti-apartheid diplomacy sometimes coexisted with domestic misrule. South Africa’s liberation movement won political freedom but has struggled with economic transformation and governance failures. Every African nation must be honest about its contradictions. But honesty should deepen solidarity, not destroy it.

The proper response to xenophobia is not counter-xenophobia. Nigerians should not attack South Africans in Nigeria. Ghanaians should not harass South African businesses in Ghana. Zimbabweans should not generalise all South Africans as hateful. Collective blame is the disease we are condemning. The answer to xenophobic violence is lawful accountability, historical truth, diplomatic pressure, institutional reform and renewed Pan-African ethics.

We must also resist romantic simplifications. Some migrants commit crimes. Some undocumented migration creates real governance challenges. Some local businesses experience competition they perceive as unfair. Some communities feel abandoned. These issues must be addressed seriously. But seriousness requires distinction. A Nigerian criminal is a criminal, not proof that Nigerians are criminal. A Ghanaian with irregular documents is an immigration case, not a target for mob humiliation. A Zimbabwean patient is a patient, not the cause of hospital collapse. A Somali trader’s success is not theft. A foreign child in school is not an invasion.

Civilised societies make distinctions. Barbarism generalises.

The great danger is that South Africa’s xenophobic movements are trying to normalise generalisation. They want the public to see “foreigner” before seeing person, nationality before name, documentation before need, suspicion before evidence. Once that becomes normal, violence will recur even after temporary crackdowns. For xenophobia to end, the moral category must change. The foreign African must be reassociated with humanity, neighbourliness, contribution, vulnerability and shared history.

This is where Associative Moral Boundary Formation returns us to the heart of the matter. To change behaviour, one must change association. South Africans must be helped to associate African migrants not with invasion, but with shared struggle and shared precarity. Nigerians and Ghanaians must associate South Africans not only with the mobs in viral videos, but also with the activists, lawyers, judges, journalists and ordinary citizens resisting xenophobia. African governments must associate migration not only with remittances or embarrassment, but with their own governance failures. The AU must associate free movement not only with economic integration, but with human protection.

If the association changes, the circle of care can expand again. But this will require work. It will require leaders who speak courageously when citizens prefer lies. It will require media that do not inflame. It will require churches, mosques, schools and unions to recover the language of African solidarity. It will require prosecutions that show violence has consequences. It will require South African institutions to enforce constitutional rights without apology. It will require Nigerian, Ghanaian and other African governments to protect their citizens abroad and improve conditions at home. It will require ordinary Africans to remember that the humiliation of one African by another is a victory for the colonial logic we claimed to have defeated.

What breaks the heart is not only that Africans are attacking Africans. It is that this is happening in South Africa, a country whose freedom was once the moral project of the continent. It is that clinics—the very places where human vulnerability should suspend politics—have become theatres of exclusion. It is that schools—where the future should be protected—are being drawn into the policing of borders. It is that the language of “putting citizens first” has become, in some mouths, an excuse for putting humanity last.

South Africa owes Nigeria and Ghana historical remembrance. Nigeria and Ghana owe their citizens better countries. All African states owe migrants protection. And Africans owe one another a refusal to let colonial borders become the final boundaries of compassion.

The attacks on Nigerians, Ghanaians, Zimbabweans and other Africans in South Africa are not only a South African problem. They are a warning about what happens when liberation loses its moral memory, when institutions fail, when poverty is weaponised, when citizenship becomes cruelty, and when the circle of care collapses inward until only “my people” remain human.

But Africa cannot survive on such smallness. The continent that defeated apartheid through solidarity cannot afford a future of mutual hatred. The generation that gave to the South African Freedom Fund did not sacrifice so that their children could be chased from clinics in Johannesburg. Nkrumah did not declare Ghana’s independence meaningless without Africa’s liberation so that Ghanaians could be told to leave and “fix their country” by those whose own freedom was once Africa’s cause. Nigeria did not chair anti-apartheid campaigns, provide travel documents, fund scholarships and deduct Mandela taxes so that Nigerians could be beaten under the flag of a free South Africa.

A free South Africa must be better than this. A free Africa must be better than this.

The moral test is simple: when the foreigner is sick, does the clinic see a patient or a passport? When the child is undocumented, does the school see a learner or a threat? When the trader is struggling, does the neighbour see a fellow worker or an invader? When the migrant is accused, does the law see an individual or a nationality? When the mob gathers, does the state defend the vulnerable or negotiate with hate?

The answers to those questions will tell us whether African freedom is still alive in our institutions, or whether it has retreated into speeches and anniversaries.

South Africa’s liberation was once a continental act of love. Xenophobia is the betrayal of that love. To defeat it, South Africa must recover not only law and order, but memory and moral imagination. It must remember that the African standing at the clinic gate is not an enemy of the republic. He may be the child of those who once paid for its freedom. She may be the daughter of those who once sheltered its exiles. He may be poor, undocumented, desperate, imperfect, even afraid—but he is human.

And no freedom born from the struggle against apartheid should ever forget what that means.
