Why Awolowo Did Not Become President, Why Tinubu Did, and What Obasanjo Teaches Us About Power

In Nigeria, we often explain politics backwards. A man reaches the summit of power, and we call him destined. Another man never reaches it, and we call him tragic, cheated, or unlucky. That habit produces comforting stories, but poor analysis. It makes the Big Man the beginning of the explanation instead of its result. Yet in real politics, powerful men do not simply appear. They are made. They are made by coalitions, by institutions, by regional machines, by fiscal bases, by crises, by party structures, and by historical timing. Once we see that, a puzzle that has haunted Nigerian political conversation becomes easier to understand: why Chief Obafemi Awolowo, perhaps the most programmatic political thinker of his generation, never led Nigeria at the center, while Bola Ahmed Tinubu did. It also helps us place Chief Olusegun Obasanjo in the right frame.

Let me state the argument plainly. Awolowo was not defeated because he lacked intellect, courage, or political seriousness. Tinubu did not succeed simply because he was more cunning. Obasanjo did not become nationally central because he was fated to do so. The difference lies in the kind of political formation each man inhabited and built. Awolowo nationalized an argument more successfully than he nationalized a machine. Tinubu nationalized a machine and only then fully nationalized himself. Obasanjo emerged twice from moments of state crisis and transition, but his later failure to secure a third term shows that even a very large political figure can still be stopped when institutions retain enough life. That is the lesson: the Big Man is an effect of history, not a substitute for it.

Awolowo is the best place to begin because he tempts Nigerians into sentimental explanation. He was one of the most formidable political thinkers of the twentieth century. He developed a federalist vision early, in response to ethnic rivalry, and built his politics on deep knowledge of grassroots Yoruba society through Egbe Omo Oduduwa. His Action Group became the dominant Yoruba party of the 1950s. As premier of the Western Region, he presided over an ambitious modernizing programme that gave him enduring moral authority in southwestern memory. In the Second Republic, he re-emerged as leader of the Unity Party of Nigeria and contested the presidency in 1979 and 1983, losing both times to Shehu Shagari. In other words, Awolowo had doctrine, organization, and an exceptional public reputation. But politics at the national center demanded something more than doctrine. It demanded a wider brokerage structure than he was ever able to build.

This is not to say that Awolowo was only a regional politician. That would be false and unfair. He thought nationally. He wrote nationally. He argued nationally. He imagined a constitutional order for the whole federation. But his strongest engine remained in Yoruba politics. The very depth that gave him authority at home also marked his limit at the center. His support was intense, disciplined, and morally charged, but it did not mature into a sufficiently broad national machine able to pull together the different zones of Nigeria on terms favorable to him. There was another complication. During the civil war he served as federal commissioner for finance and vice chairman of the Federal Executive Council. In the east, that role drew bitter criticism and narrowed the field of possible trust. So Awolowo’s tragedy was not that Nigeria failed to recognize genius. It was that a man can be nationally significant and still fail to become nationally hegemonic. His politics had a national language, but a regional engine.

That is why the comparison with Tinubu is so revealing. Tinubu did not arrive at national power as a sage above the rough labor of machine-building. He arrived there by doing that labor with extraordinary persistence. His route was not first through doctrine, but through Lagos. Elected governor in 1999, he treated revenue as politics. Carnegie’s study of Lagos shows that he made tax reform an early priority because Lagos needed financial resources to prove it could deliver to supporters. At the time, the state’s tax system was cash-based, leaky, and corrupt. His administration pushed collection toward banks and electronic receipts. Princeton’s account of Lagos governance shows the same pattern: Tinubu’s priorities were civil service reform, taxation reform, and new private investment; the revenue these changes generated later underwrote wider reforms in infrastructure, environmental management, justice, health, education, and other sectors, many of which matured under his successor. This is the crucial point. Tinubu did not merely occupy office. He turned a subnational office into a reproducible political base.

That difference matters enormously. Awolowo gave Nigeria a political grammar. Tinubu built a political workshop. Lagos under him became more than a governorship. It became a treasury, a recruitment ground, a succession system, and a proof of concept. Britannica notes that after leaving office, Tinubu became known as a “political godfather,” helping to choose successors and support candidates for major offices. The same source notes that he helped form the APC in 2013 and supported Muhammadu Buhari in 2015 before winning the presidency himself in 2023. Put bluntly, Tinubu did not merely stand for something. He built something that could survive his tenure and travel beyond his region. That is why he succeeded where Awolowo did not. He nationalized brokerage before he nationalized biography.

This is where many readers make a mistake. They think the argument dishonors Awolowo by suggesting that machine-building matters more than ideas. It does not. It says something harder. Ideas without machinery rarely conquer the federal center in a state as large, fractured, and transactional as Nigeria. A political thinker can command reverence and still lose. A coalition mechanic can command suspicion and still win. That is not a moral endorsement of the second type. It is an explanation of how power is assembled. Awolowo’s authority was thick, but not broad enough. Tinubu’s authority was not always morally exalted, but it was organizationally expansive. The center usually yields not to the man with the purest doctrine, but to the man who best links resources, offices, party structures, and regional bargains into one operating system.

Can the same argument apply to Obasanjo? Yes, but not in the same way. Obasanjo’s career followed a different route to national centrality. He first rose to the top not as a regional machine-builder but through military hierarchy and state crisis. When Murtala Mohammed was assassinated in 1976, leadership passed to Obasanjo, who then handed power to a civilian government in 1979. Two decades later, after Abacha’s death and the reopening of democratic politics, he returned as civilian president in 1999 and served until 2007. In other words, Obasanjo’s stature emerged less from the subnational accumulation of patronage and revenue, and more from institutional succession, military legitimacy, and elite agreement during moments when the state needed a national face. If Tinubu was forged in organized political brokerage, Obasanjo was forged in transition.

That difference explains both his strength and his limit. Obasanjo could speak in the name of Nigeria because he had twice been placed at the junction of national repair. He was not simply a Yoruba leader trying to scale up. In fact, Britannica notes that when he first handed over power in 1979, many Yoruba were angered by the outcome because Shagari, not Awolowo, became president. Yet Obasanjo gained respect in the north for completing the transition. That tells us something important. His authority was never purely ethnic. It was institutional and national from the start, though never uncontested. He belonged to the state before he fully belonged to any one regional machine. That made him a different type of Big Man from both Awolowo and Tinubu.

But Obasanjo’s story also proves the second half of the argument: big men emerge from explanation, and they can be checked by explanation too. His failed third-term project is one of the most important political episodes in contemporary Nigeria because it shows that institutions are not always empty scenery. Daniel Posner and Daniel Young famously observed that in Nigeria, Obasanjo was forced by constitutional rules to accept something other than his preferred outcome. The Journal of Democracy went further, arguing that by accepting the defeat of the amendment, he ultimately strengthened his democratic contribution. The significance of that episode lies not only in Obasanjo’s ambition, but in the fact that ambition met resistance in the Senate and in the constitutional order. So yes, the same framework applies to him. He became large through institutions, and then discovered that those institutions had not fully died inside his hands.

Once we see these three figures together, the educational value is considerable. Awolowo teaches that programmatic brilliance and moral seriousness do not automatically produce national rule. Tinubu teaches that a durable fiscal and political base, built at the subnational level and scaled through party merger and succession, can carry a leader to the center. Obasanjo teaches that national centrality can also arise from crisis management, military succession, and democratic transition, but that institutional life can still interrupt personal ambition. The three careers are not simply biographies. They are maps of Nigerian state formation. Each tells us something about how federal power is actually made.

There is a larger lesson here for public debate. Nigerians often quarrel over leaders in moral absolutes. One man becomes saint, another becomes villain, a third becomes savior. Such language may satisfy emotion, but it usually leaves the state untouched. The harder question is always structural. What institutions stood behind this man? What regional base financed him? What party machine carried him? What crisis gave him legitimacy? What constitutional guardrails limited him, or failed to? Once you ask those questions, you stop talking about power as if it were a private miracle. You begin to see that our politics is made from arrangements, not only from personalities. That change in perspective is liberating. It allows us to admire Awolowo without mystifying his failure, to analyze Tinubu without reducing him to either genius or demon, and to assess Obasanjo without forgetting either his transitions or his temptations.

It also forces a democratic conclusion. If Tinubu’s ascent teaches anything, it is that institutions can be turned into launch pads for enduring personal influence. If Obasanjo’s third-term failure teaches anything, it is that institutions can still bite back. If Awolowo’s defeats teach anything, it is that being right about the nation is not the same as mastering the nation’s political arithmetic. Those are not reasons for cynicism. They are reasons for seriousness. A republic survives not because it produces men of great reputation, but because it builds institutions strong enough to keep reputation from becoming destiny.

So the next time someone says Awolowo should have been president, or Tinubu was always bound to be one, or Obasanjo almost became too large for the constitution, the best reply is this: do not begin with the man. Begin with the formation that made him possible. Too often, the Big Man stands at the start of explanation instead of emerging from it. Nigerian history looks clearer when we reverse that habit. Then Awolowo becomes not a failed giant, but the architect of a national argument that never found a sufficiently national machine. Tinubu becomes not merely a strongman, but the political result of Lagos, revenue, succession, and coalition. Obasanjo becomes not merely a restless patriarch, but the product of transition whose ambition was finally checked by institutions still alive enough to resist. That is not only better history. It is better citizenship.
